Providing Public Comment During the Meeting
Members of the public who wish to address the Council, by providing public comment, during the meeting must do so in-person in the Civic Center Council Chambers at 9291 Old Redwood Highway, Building 400 in Windsor, where the meeting is being publicly held. As an alternative, members may also provide written public comment submitted via email to: towncouncil@townofwindsor.ca.gov, please submit them by 12:00 p.m. on the day of the meeting. If a Councilmember is participating remotely under the provisions of Assembly Bill 2449, members of the public will be allowed to provide public comment through Zoom.

Members of the public wishing to speak to the Council on any Consent Calendar item or any item not listed on the agenda may do so at this time. Pursuant to the Brown Act, the Council is not allowed to consider issues or take action on any item not listed on the agenda during this period. Each Public Comment is normally restricted to three (3) minutes in length.

11.1 Approval of Minutes
Approval of the Town Council regular meeting minutes of December 4, 2024.
11.2 Approve Check Register No. 627
Approve check numbers 101021 through and including 101218 and 25790 through and including 25816 (payroll).
11.3 Acceptance of Work for the Starr Road South of Old Redwood Highway Pedestrian Crossing Project
Adopt a resolution accepting the work performed by Zara Construction, Inc. for the construction of the Starr Road South of Old Redwood Highway Pedestrian Crossing Project and directing the Town Clerk to record a Notice of Completion.
11.4 Final Map and Subdivision Improvement Agreement and Landscaping and Lighting and 1982 Act Benefit Assessment Agreement for Hembree Lane Oaks
- Adopt a resolution of the Town Council approving a Subdivision Improvement Agreement for Hembree Lane Oaks Subdivision and directing its execution by the Mayor, approving the final map therefore, accepting certain offers of dedication subject to improvement, and making findings in accordance with the State Subdivision Map Act and the Town of Windsor Subdivision Ordinance and authorizing the Town Manager to execute a Landscaping and Lighting Assessment Districts and 1982 Act Benefit Assessment District Agreement.
- Adopt a resolution of the Windsor Water District Board accepting the Windsor Water District Facilities Easements subject to improvements as shown on the final map for Hembree Lane Oaks Subdivision.
11.5 Office of Traffic Safety - Law Enforcement Grant
Adopt a resolution authorizing the Town of Windsor Police Department to accept a grant from the State of California Office of the Traffic Safety in the amount of $120,000 for the Town of Windsor Police Department to implement traffic enforcement program education and authorizing the Town Manager to execute all grants documents on behalf of the Town.
11.6 Adopt a Resolution of the Board of Directors of the Windsor Redevelopment Successor Agency Requesting the Sonoma County Consolidated Oversight Board to Formally Dissolve the Successor Agency
Adopt a resolution of the Board of Directors of the Windsor Redevelopment Successor Agency finding and determining that all the dissolution criteria set forth in California Health and Safety Code Section 34187(b) for the Successor Agency's dissolution has been met and requesting the Sonoma County Consolidated Oversight Board formally dissolve the Successor Agency.
11.7 Authorized Positions and Salary Schedule Update
Adopt a resolution ratifying the list of authorized positions and salary schedules, establishing a new position, abolishing previously adopted salary schedules, and authorizing the Town Manager to draft and implement new and revised job descriptions, as applicable.
12. PUBLIC HEARING
Public Hearing items will begin at the time shown, or as close thereafter as possible, to allow for completion of the item.
12.1 Request to Modify Condition of Approval #35 for the Heritage Park Apartments Project
Provide direction on a request from the developer to modify the requirement to underground overhead utilities on Old Redwood Highway.
13. REGULAR CALENDAR

13.1 Central Windsor Underpass Mural Project
- Receive the recommendation from the Public Art Advisory Commission regarding the Central Windsor Underpass Mural Project.
- Adopt a resolution rescinding Resolution No. 3769-22 approving the design proposal submitted to the California Department of Transportation for the Transportation Art Program.
- Provide Staff with direction for next steps for the Central Windsor Underpass Mural Project.
13.2 Outreach Through Art Storm Drain Painting Project
Approve the Outreach Through Art Storm Drain Painting Project.
13.3 Town Appointments to the Town’s Standing Commissions
Adopt a resolution approving Mayoral appointment of members to serve on the Parks and Recreation Commission, Planning Commission, Public Art Advisory Commission, and Senior Citizen Advisory Commission pursuant to California Government Code Section 40605.
13.4 Annual Town Council Appointments to Serve as Representatives on Various Outside Agencies for the Calendar Year 2025
Approve appointments for the Mayor and/or Councilmembers, as Town representatives, to serve on the various County and Town Committees, Commissions, Boards, and Agencies for Calendar Year 2025.
